Introduction

Welcome to the website for the Former Satralloy Site (the Site). The Site is currently owned by Cyprus Amax Minerals Company (Cyprus Amax). Cyprus Amax never had operations at the Site. Cyprus Amax has responsibility for the site pursuant to a contractual agreement with a prior site owner. In order to manage that responsibility, Cyprus Amax acquired the site in 2010 at a Jefferson County Sheriff's sale for unpaid taxes. Cyprus Amax has been performing site investigation and remediation activities under the oversight of the Ohio Environmental Protection Agency (OEPA).

This website serves as the Document Repository, providing public access to key documents submitted to the OEPA.

Site Description

The Former Satralloy Site consists of approximately 333.5 acres of land and was the location of a former ferrochromium alloy processing plant. The Site is located on County Road 74 in Cross Creek Township, Jefferson County, Ohio, approximately four miles southwest of Steubenville. Portions of the Site are bordered on the west, south, and east by Cross Creek, a perennial stream which discharges into the Ohio River.

The topography of the Site rises about 500 feet above the lowland floodplain of Cross Creek to a plateau surface. The eastern portion of the Site consists of a relatively flat lowland area (Plant Area), while the western portion of the Site is an upland plateau. Slag (a byproduct of chromium smelting) was placed around the Site by the former operators. The upland area also contains abandoned coal mine workings from the 1930s (Former Mine Area).

Former processing facilities, now demolished, consisted primarily of two production buildings ("mill buildings"), baghouses adjacent to the two mill buildings, concrete bins used for unloading rail cars, an electrical building, an administration building, a laboratory, a water supply plant, cooling towers, and a wastewater treatment plant. The alloys produced in the mill buildings were produced from chromium ores by smelting and refining in electric arc furnaces. Four furnaces and two converters were housed in the mill buildings.
